Who We Are
Bicentennial Volunteers Incorporated was founded in 1975 with a straightforward purpose: to give TVA retirees a meaningful way to remain active in service after their careers ended. Five decades later, that founding commitment still defines everything BVI does.
BVI is a nonprofit organization rooted in the Tennessee Valley, built around the people who spent their careers serving its communities. Through three connected programs, BVI creates pathways for retired and former TVA professionals — and other experienced federal employees — to continue contributing in ways that matter.
Whether through volunteer service, paid workforce support, or disaster response deployment, BVI connects experienced people with purposeful work.
A Cycle of Charitable Good
RRC and NEA do more than provide experienced professionals to support TVA and FEMA. Proceeds generated through RRC and NEA also contribute to BVI’s charitable mission, helping fund initiatives that support education, innovation, environmental programs, and community partnerships across the Tennessee Valley.
This model allows RRC and NEA assignments to create value both for TVA and for the communities BVI serves.

BVI operates through three distinct but interconnected organizations, each designed to serve a specific need while advancing a shared commitment to public service and community impact.
This model ensures that every RRC and NEA assignment delivers value on two levels—supporting TVA and FEMA’s operational needs while also generating meaningful impact in the communities BVI serves across the Tennessee Valley.
Bicentennial Volunteers, Incorporated (BVI)
BVI is an organization that connects TVA retirees and former employees with volunteer opportunities across the Tennessee Valley. Volunteers support TVA visitor centers, public education programs, environmental initiatives, and nuclear plant drills and exercises — contributing their time and expertise to programs that strengthen TVA’s public presence and mission.
National Emergency Assistance (NEA)
NEA recruits and deploys trained professionals to support FEMA during federally declared disasters. Drawing from TVA retirees, former TVA employees, and other experienced federal professionals, NEA manages training, onboarding, payroll, and employment administration for each deployment. These paid assignments allow individuals to serve communities in crisis — and generate funding that supports BVI’s charitable work across the region.
Retiree Resources Corporation
(RRC)
RRC places qualified TVA retirees and former employees into paid staff augmentation roles that support TVA’s operational needs. RRC manages the full employment process — onboarding, payroll, and employment administration — creating a seamless experience for both TVA and the employee. These assignments allow experienced professionals to continue contributing to TVA’s mission while generating revenue that funds BVI’s charitable programs.
Service That Gives Back
BVI’s organizational model is designed to do more than connect people with opportunities — it’s designed to reinvest the value of that service back into the communities it serves.
Revenue generated through RRC staff augmentation assignments and NEA disaster deployments funds charitable initiatives administered by BVI. These programs focus on workforce development, STEM education, robotics and innovation, community enrichment, and disaster relief across the Tennessee Valley.
In 2025 alone, NEA and RRC contributed over $1.8 million to charitable programs through BVI — funding STEM grants for Tennessee Valley teachers, supporting student robotics competitions, and strengthening community organizations aligned with TVA’s mission of energy, environment, and economic development.
