NEA Launches Historic Training Effort to Strengthen Disaster Recovery Readiness

NEA has kicked off a major workforce development initiative designed to prepare Program Delivery Managers (PDMGs) for FEMA’s evolving Public Assistance model. This historic train-up focuses on three key areas: Site Inspection, Debris Subject Matter Expert (SME), and Determination Memo SME training.

PDMGs Take on Site Inspections

In alignment with FEMA’s future direction, PDMGs are now being trained to conduct their own site inspections. This hands-on instruction builds confidence in documenting damages, gathering data in the field, and completing inspections within required timelines. The shift enhances efficiency and gives PDMGs greater ownership of project development.

Expanding SME Capabilities

NEA is also investing heavily in specialized SME-level training.

• Debris SME Training equips staff with the technical knowledge needed to support complex debris operations, from volume calculations to eligibility decisions.
• Determination Memo SME Training strengthens policy application and documentation skills, ensuring PDMGs can produce clear, defensible eligibility determinations that meet FEMA standards.
