About BVI/NEA:
Bicentennial Volunteers, Inc (BVI) is a nonprofit corporation that’s been around since 1975!  BVI manages the National Emergency Assistance Corporation (NEA).  NEA provides FEMA (Federal Emergency Management Agency) with skilled employees to assist with natural disaster work.

Position Summary:
The NEA Program Manager is an employee of BVI and will develop a partnership with FEMA headquarters; market NEA’s services to FEMA, expand NEA’s revenue, manage NEA’s brand, and enhance NEA’s reputation and standing with FEMA.  Analyze trends and metrics to develop solutions, programs and policies.  Design NEA business strategy.

Respond to FEMA’s requests for support by providing budgets and deploying qualified personnel.  Recruit, train, qualify and maintain an adequate cadre to meet the majority of FEMA demand.

Maintain detailed records of personnel to include their FEMA experience, security clearance status, certification, availability to deploy, and specific expertise.  Conduct field visits to disaster areas supported by NEA employees annually.

Experience and Qualification Requirements:
Education – Bachelor’s degree or related experience.
Experience – Strong management skills with three to five years’ experience managing a business unit or organization with responsibility for all aspects of the business to include supervision.  Experience working for or with a federal agency.  Direct experience working with FEMA’s Public Assistance Program a plus.

Knowledge/Skills/Abilities – Excellent verbal and written communication skills; strong interpersonal, customer service and organizational skills and attention to detail.  Strong analytical and problem-solving skills.  Excellent time management skills with a proven ability to meet deadlines.

Ability to comprehend, interpret, and apply applicable laws, guidelines, regulations, ordinances, and policies.  Ability to acquire a thorough understanding of FEMA’s public assistance jobs, qualifications, compensation practices, and the administrative processes.

Proficient with Microsoft Office Suite or related software.
